Karnataka Chief Minister DK Shivakumar on Monday unveiled a concerted outreach effort in the state’s coastal districts of Dakshina Kannada and Udupi, signalling the Congress party’s intent to contest the Bharatiya Janata Party’s entrenched dominance ahead of the 2028 Assembly elections.
The move comes as the Congress seeks to capitalize on perceived anti‑incumbency and local grievances, with Shivakumar pledging a series of public meetings, development promises, and grassroots mobilisation in the region traditionally regarded as a BJP bastion.

Political analysts note that the coastal belt, home to major ports such as Mangalore and a thriving tourism sector, has consistently delivered strong BJP vote shares since the party’s rise in the state. Shivakumar’s strategy aims to reshape that narrative by highlighting Congress’s state‑level achievements and proposing targeted infrastructure projects for the fishing and logistics industries.
Shivakumar, who assumed the chief ministerial post in 2023, has positioned the coastal outreach as a cornerstone of the Congress’s broader electoral blueprint. He emphasized that the party will field seasoned local leaders and youth candidates to resonate with both urban and rural voters, while also addressing issues like unemployment and coastal erosion.
The announcement was made during a press conference in Bengaluru, where Shivakumar also warned that the BJP’s governance in the region has been marked by “stagnant development and neglect of local aspirations.” He urged the electorate to consider a change in leadership as the 2028 polls approach.
