CISA released Thursday a 13‑page election infrastructure security plan, just 40 days before the November midterm elections, fulfilling a promise by DHS Secretary Markwayne Mullin to issue it by mid‑August.
The plan lists potential cyber and physical threats to voting systems and describes services—such as threat monitoring and guidance—that CISA will provide to state and local election officials at no cost upon request.

Election officials have said many of those services, including tabletop exercises and penetration testing, were unavailable in the run‑up to this year’s midterms, a shortfall they attribute to cuts made by the previous administration that eliminated about 1,000 CISA staff and reduced funding for election‑security programs.
