Assam Chief Minister Himanta Biswa Sarma on Tuesday launched a fresh round of financial assistance for students and flood-affected families at a state-level programme held at Lok Sewa Bhawan in Guwahati. The disbursement was made under two flagship welfare initiatives — the Chief Minister's Foreign Language Initiative for Global Human Talent (CM-FLIGHT) and the Chief Minister's Jibon Prerana Scheme — both designed to extend targeted support to vulnerable groups across the state. The event brought together senior state officials, beneficiaries, and local representatives, underscoring the government's push to operationalise welfare delivery through direct financial transfers.
Under CM-FLIGHT, students pursuing foreign language courses receive financial backing aimed at equipping Assam's youth with global employment opportunities. The scheme forms part of the state government's broader strategy to enhance employability and skill development in the northeastern region, where access to international-standard language training has historically been limited. Officials at the event emphasised that beneficiaries are selected through a transparent process, with priority given to candidates from economically weaker sections seeking to build careers in sectors such as hospitality, translation, and overseas studies.

The Chief Minister's Jibon Prerana Scheme, meanwhile, focuses on providing relief and rehabilitation support to families devastated by recurring floods, a chronic problem in Assam during the monsoon months. Each year, large swathes of the state are submerged by rivers originating in neighbouring states and Bhutan, displacing thousands and damaging livelihoods. Under the scheme, the state government has extended financial assistance to flood-affected households to help them recover and restart economic activities in the aftermath of inundation.
The dual launch at Lok Sewa Bhawan reflects the Himanta Biswa Sarma-led government's emphasis on combining long-term human capital investment with immediate humanitarian response. By linking youth-focused programmes with disaster relief under a single platform, the administration seeks to demonstrate continuity in welfare delivery across both preventive and reactive policy domains. Tuesday's programme also served as a public outreach moment, allowing the Chief Minister to engage directly with beneficiaries and reiterate the state's commitment to supporting those affected by economic and climatic vulnerabilities.
The initiative comes amid ongoing efforts by the Assam government to position the state as a hub for skilled youth in the Northeast while simultaneously addressing the humanitarian fallout of annual flooding. Officials indicated that further disbursements under both schemes would be carried out in phases across districts in the coming weeks, ensuring that eligible beneficiaries in remote and riverine areas are also covered under the welfare net.
